Evaluation of all line items does not obligate the Government to award all line items. The Government intends to evaluate quotations and make an award without discussions. However, discussions may be conducted if determined necessary by the Contracting Officer. The Government will notify offerors if a submission is missing any required elements. Offerors must provide the missing information within 24 hours of notification. Failure to respond within the 24-hour window will result in the submission being deemed technically unacceptable and ineligible for award.
